Alloy Steel — Confusion, Customs & Clarity

আগের অধ্যায়ে আমরা পরিষ্কারভাবে বুঝেছি—
👉 Carbon Steel, Alloy Steel, Stainless Steel — পার্থক্যটা আসলে কোথায়।
আজ শুরু করি একটা খুব সোজা কিন্তু খুব dangerous প্রশ্ন দিয়ে—
🎤 “Alloy Steel” মানে আসলে কী?
আর তার থেকেও বড় প্রশ্ন—
👉 যে কোনো Steel-এ যদি alloying element থাকে,
👉 তাহলেই কি আমরা তাকে Alloy Steel বলতে পারি?
নাকি—
👉 Alloying element-এর একটা নির্দিষ্ট % cross করলেই
Steel-এর নাম বদলে যায়?
এই প্রশ্নটাই আজকের chapter-এর মূল বিষয়।
👉 সব Steel কি Alloy Steel?
উত্তরটা একদম straight—
❌ না boss. সব Steel Alloy Steel না।
আর এই একটা ভুল বোঝাবুঝি থেকেই—
👉 Import আটকে যায়
👉 HS Code ভুল হয়
👉 Profit evaporate করে
👉 আর শেষে penalty এসে দাঁড়ায় দরজায়
First, Confusion Clear করি
আমরা অনেক সময় casually, almost habit-এর মতো বলে ফেলি—
👉 “এতে তো Nickel আছে… নিশ্চয়ই Alloy Steel”
👉 “Chromium আছে মানেই Alloy Steel”
🧠 Engineering point of view-এ
এই কথাটা আংশিকভাবে ঠিক।
কারণ engineer ভাবে—
👉 Element যোগ হয়েছে?
👉 Property বদলেছে?
👉 হ্যাঁ → Alloy Steel
কিন্তু…
⚠️ Reality Check: Customs & HS Code World
Customs officer engineer না।
তার কাছে metallurgy ,emotion না—
👉 Rule book important।
Customs, HS Code, Import–Export-এর দুনিয়ায়—
👉 Definition একেবারে fixed
👉 % defined
👉 No assumption
👉 No “almost”
👉 No “little bit alloy element hai”
📘 Definition of Alloy Steel
(As per Indian Customs / HS code Classification)
👉 “Other Alloy Steel” হলো সেই steel—
✔ যেটা Stainless Steel নয়
✔ কিন্তু যার মধ্যে নিচের যেকোনো element
👉 specified limit-এর বেশি পরিমাণে থাকে
তখনই—
👉 Steel = Alloy Steel
👉 HS Code = Alloy category

একদম সোজা ভাষায় বুঝে নাও—
“Steel-এর ভেতরে যদি এই নির্দিষ্ট alloying elements-এর
যেকোনো একটাও তার নির্ধারিত সীমার (defined limit)
বেশি পরিমাণে থাকে—
তাহলে সেই Steel-ই ‘Alloy Steel’।”
👉 Carbon কম থাকুক বা বেশি
👉 Strength কম হোক বা বেশি
Customs গল্প শোনে না।
Customs শুধু chemistry দেখে।
Alloy Steel ≠ Stainless Steel
(এই point টা crystal clear রাখো)
👉 Stainless Steel
= Chromium ≥ 10.5% (mandatory)
👉 Alloy Steel
= Chromium থাকতে পারে, নাও থাকতে পারে
👉 কিন্তু যদি Chromium থাকে
এবং সেটা 10.5%-এর কম হয়
→ তবুও সেটা Alloy Steel-ই থাকবে,
Stainless Steel নয়।
🎯 Why This Matters in Real Business
এটা শুধু metallurgy-এর chapter নয়—
👉 এটা profit protection chapter।
❌ HS Code ভুল দিলে
→ Duty ভুল বসতে পারে
❌ Material declaration mismatch হলে
→ Shipment reject হয়ে যেতে পারে
❌ Alloy declare করে Carbon Steel বিক্রি করলে
→ Heavy penalty + reputation loss
Steel শক্ত জিনিস…
কিন্তু Customs law তার থেকেও বেশি শক্ত 😄
🧓 “Boss, feeling দিয়ে business চলে না—
report দিয়ে চলে।”
👉 প্রতিটা heat-এর chemical test করাও
👉 Customs definition অনুযায়ী HS Code select করো
💥 ভুলটা কোথায় বিপজ্জনক হয়?
যদি আপনি casually ভাবেন—
👉 “Alloy hai, toh Alloy Steel bol dete hain”
তাহলে—
🚫 Your import shipment can get stuck at the port
🚫 Chemical test repeat হবে
🚫 Demurrage charge বাড়বে
🚫 Profit margin dissolve হয়ে যাবে
🚫 Penalty + explanation + reputation loss
Steel strong, yes.
But Customs Act is stronger.
👉 Alloy Steel বলার criteria feeling না।
👉 Criteria হলো defined percentage of alloying elements।
যদি সেই % cross না করে—
👉 Steel technically Alloy-treated হতে পারে
👉 But legally & customs-wise
❌ Still Carbon Steel / Non-Alloy Steel
Remember This
🧠 Smart buyer সে-ই,
যে MTC পড়ে—
শুধু price tag দেখে না।
স্টিলের নাম তার property দেখে ঠিক হয় না,
বরং উপাদানের শতকরা percentage দেখেই তা নির্ধারিত হয়।
